PTIN and EA enrollment: steps, fees and deadlines
Obtain a PTIN before registering for the SEE. Schedule and pay for exam parts through PSI. After passing all three parts, apply for IRS enrollment with Form 23 within one year of the final pass and complete the suitability process. These are separate transactions with separate purposes.

PTIN, exam passes and enrollment: what each one proves
A PTIN is assigned to an individual preparer. It is not owned by the firm, and it does not certify that the preparer has passed the SEE. Enrollment is a separate IRS status. Keeping these records separate prevents a common mistake: interpreting an exam confirmation or PTIN renewal receipt as approval to use the enrolled-agent title.
The three systems answer different questions. The PTIN service identifies the preparer, PSI administers the exam record, and the IRS enrollment process decides the application for professional status. Paying one organization does not complete the other organization’s task. Use the transaction’s purpose, not just its receipt date, to decide which milestone you have reached.
| Record | What it establishes | What it does not establish |
|---|---|---|
| Active PTIN | A current preparer identifier issued through the IRS process. | EA status, exam completion or unlimited representation rights. |
| PSI appointment confirmation | A booked examination part and appointment details. | A passing result or an enrollment application. |
| Three valid SEE passes | Completion of the examination requirement for the exam route. | Automatic enrollment or completion of suitability review. |
| Form 23 submission receipt | Evidence that the application and payment were submitted. | Approval of a pending application. |
| IRS enrollment approval | The granted status, subject to continuing eligibility and renewal. | Permission to ignore client authorization or professional duties. |
Before opening the PTIN application
Have the identity, personal, business and prior-return information requested in the IRS checklist ready. The application may also require explanations of tax-compliance issues or convictions and information about relevant professional licenses.
Enter sensitive information only in the official application service. This guide and the practice-PDF form do not collect PTIN application documents or identity numbers.

Use the official checklist to prepare your information.
- 02

Use your PTIN in the separate PSI exam-registration process.
After the third pass: an enrollment checklist
Retain your score reports and the date of your final pass. Apply using the current Form 23 instructions and keep confirmation of the submission and fee. The IRS processes exam-candidate applications with a stated goal of 60 days; that is not a guaranteed completion date.
Do not describe yourself as enrolled while the application is still pending. Watch for requests for additional information and use the IRS enrollment contact channel if follow-up is needed.
| Check | Why it matters |
|---|---|
| All three passes are valid | Individual passes have a carryover limit. |
| Final pass date is recorded | It starts the one-year application deadline. |
| Form 23 and fee are submitted | PSI exam payments do not pay for enrollment. |
| Tax-compliance questions are addressed | Suitability is a separate IRS review. |
Worked example: build a record that survives the handoff
Suppose you have an active PTIN and have passed two parts. Your next task is still an examination task: prepare for and schedule the remaining part while tracking the validity of the earlier passes. After the final valid pass, the next task changes to enrollment. Record the final pass date immediately because the application deadline is tied to it.
Keep a small record with the fields below. Store sensitive identifiers securely; a public study spreadsheet is not the right place for identity documents. The purpose of this example is to make incomplete steps visible, not to create another application system.
| Field | Illustrative entry | Decision it supports |
|---|---|---|
| PTIN renewal | Current year completed; next annual renewal reminder recorded. | Do I have a current identifier for the relevant year? |
| Part 1 / Part 2 | Separate pass dates and applicable carryover deadlines. | Which existing pass expires first? |
| Part 3 | Passed; final-pass date recorded. | When does the one-year Form 23 application period begin? |
| Form 23 | Submitted; confirmation saved; follow-up still pending. | Am I waiting for a decision rather than another exam? |
| Enrollment | Approval received or still pending, stated explicitly. | May I accurately describe myself as enrolled? |
Original worked example
You renewed your PTIN after passing the third exam part. Does that renewal satisfy the enrollment application requirement?
No. Form 23 and the enrollment fee are separate from PTIN renewal.
The two payments maintain different records. Complete the IRS enrollment application within the applicable one-year period; do not treat an annual identifier renewal as an application for status.
Resolve a delay with the organization that owns the record
If the problem is a missing appointment confirmation, incorrect examination booking or score report, start with PSI. If the problem concerns your PTIN application or secure PTIN messages, use the IRS PTIN service. If it concerns a submitted Form 23 or a suitability-review request, use the IRS Office of Enrollment channel. Sending the same request to every organization can leave the actual owner without the information needed to help.
For an enrollment follow-up, have the submission date, confirmation and the IRS correspondence available. The published processing goal is not a promise that every application will be approved within that period. A request for more information needs a response through the stated official channel. Do not submit duplicate applications or new payments merely because a status has not changed unless instructed to do so.
Applicants with special circumstances, including the absence of a Social Security number, should use the IRS instructions for that circumstance. The general sequence remains useful, but it cannot replace an exception-specific identity or application requirement.
Keep the two renewal cycles separate
Your PTIN is renewed annually; EA status generally renews every three years. Continuing education has annual and cycle requirements, so waiting until the enrollment renewal date to check hours can leave an annual shortfall.
Candidates without a Social Security number or with other application exceptions should follow the relevant IRS instructions rather than assume that every online application follows the same path.
Annual tasks do not disappear inside a three-year cycle
After enrollment, maintain a calendar with separate entries for PTIN renewal, EA renewal and continuing education. The general CE requirement is 72 hours over a three-year enrollment cycle, with a minimum of 16 hours in each year, including two ethics hours. New enrollees can have prorated initial-cycle requirements, so use the rule that applies to the actual enrollment date.
For a full-cycle illustration, completing 72 hours in the final year does not repair a year in which the annual minimum was missed. Total hours and annual distribution are separate checks. Similarly, a successful PTIN renewal says nothing about whether the EA renewal and CE obligations have been satisfied.
Keep course completion records by year and mark which hours are ethics. Before buying a course, check that it qualifies for the intended requirement. This keeps professional maintenance distinct from buying more exam-preparation content after you have already passed.
Common questions
- Does a PTIN make me an enrolled agent?
- No. It is a preparer identifier, not enrollment or unlimited representation authority.
- Does the exam fee include Form 23?
- No. PSI charges for each exam part. The enrollment application and fee are a separate IRS step.
- Is enrollment automatic after I pass?
- No. Submit Form 23 and complete the IRS suitability process within the applicable rules.
- Can I call myself an EA while Form 23 is pending?
- No. A submitted application and completed exam requirement do not establish granted enrollment. Describe the status accurately until the IRS approves it.
