IMA ethics dilemma framework
Resolve an ethics case by linking the facts to the affected IMA standards, identifying the appropriate reporting channel and protecting confidential information. Explain why the chosen action addresses the problem rather than merely naming a standard.
Turn an ethical concern into a defensible response
- Establish facts
- Record the relationship, decision and material information at issue.
- Map the standards
- Connect each concern to competence, confidentiality, integrity or credibility.
- Resolve appropriately
- Use policy and authorized escalation; seek independent advice when needed.
A conflict of interest calls for disclosure and safeguards. It does not by itself prove a transaction was improperly priced.

A hidden supplier relationship
An analyst learns that a manager recommending a supplier has an undisclosed financial interest in it. The analyst has verified the relationship but has not established that pricing is unfair. Company policy requires conflict disclosure and independent procurement review.
- 01
Fact
Undisclosed financial interest
- 02

Integrity and fair communication
- 03
Action
Independent review under policy
Disclose and manage the conflict through authorized channels, while keeping pricing conclusions tied to verified evidence.
How to apply these ideas
1. Establish facts
Separate what is known, suspected and missing.
Identify who is involved, what information would be misleading and which decisions depend on it. Preserve relevant evidence through authorized means. An allegation should prompt examination without being presented as a proven fact.
Watch for: Accusing a person based only on an unexplained variance.
2. Map standards
Connect each duty to a concrete fact.
A hidden conflict concerns integrity; a misleading forecast implicates credibility; unauthorized use of data concerns confidentiality; work beyond supported capability raises competence questions. Multiple duties may apply, so identify the most decision-relevant ones.
Watch for: Listing all four standards without explaining any connection.
3. Select a channel
Follow established policy and bypass an involved supervisor appropriately.
Consider the available reporting procedure, higher management, oversight body or ethics support as appropriate to the organization. State the reason for escalation. The most senior person is not automatically the first recipient in every case.
Watch for: Escalating randomly without considering the established process.
4. Resolve or disassociate
Seek advice and assess obligations if the issue remains unresolved.
Clarify legal and professional responsibilities before external disclosure or departure. Disassociation may be appropriate when resolution fails, but it does not authorize taking confidential records or remove obligations already imposed by law.
Watch for: Treating resignation as an automatic solution to every reporting duty.

Write down what is established and what is inferred
Begin with the conduct and affected decision. Identify the people involved, the information they control and the action requested. Separate documents or observations from assumptions about motive. A known conflict of interest does not establish every allegation about the related transaction, and a disputed estimate does not automatically establish dishonesty.
Determine what further evidence is needed and whether you are authorized to obtain it. Preserve records through approved channels. Accessing unrelated confidential files or copying sensitive information to a personal account is not made appropriate by an ethical concern. The investigation and the response must respect the same duties being applied to others.
| Step | Question to answer | Output |
|---|---|---|
| Facts | What do we know and what remains uncertain? | Evidence list without unsupported allegations |
| Duties | Which standards and policies are engaged? | Specific duty linked to the conduct |
| Conflict | Who is involved or cannot review independently? | Appropriate independent channel |
| Options | What correction or escalation is available? | Feasible actions and consequences |
| Resolution | What should happen next and under what conditions? | Bounded recommendation with documentation |
Explain the duty instead of listing every standard
If a forecast hides a material assumption, explain why users would be misled and how credibility is affected. If an analyst lacks the expertise to perform a task, identify the competence gap and how to obtain qualified help. If a relationship compromises objectivity, identify the integrity concern and the disclosure or recusal needed. The standard should explain the problem, not serve as a decorative label.
Multiple duties can conflict in practice. Confidentiality may limit how a concern is shared, while credibility requires correcting misleading information. The resolution is not to ignore one duty; use authorized channels and appropriate advice to determine what disclosure and action are required. Legal obligations depend on the facts and jurisdiction.
Select a path that accounts for the people involved
Follow the organization’s established process where applicable. An uninvolved supervisor may help resolve an issue, but an involved supervisor should not be the only route. Use the appropriate next level or designated reporting channel under policy. Document the concern, response and unresolved elements accurately without exaggerating what has been proven.
Consider confidential ethics advice and qualified legal advice about rights and obligations when the situation warrants it. If the issue remains unresolved, further escalation or disassociation may need consideration. Do not turn this into an automatic ladder that always ends with public disclosure. Each step must fit the seriousness, policy, confidentiality duties and applicable law.
Work it through
Worked example: A hidden supplier relationship
An analyst learns that a manager recommending a supplier has an undisclosed financial interest in it. The analyst has verified the relationship but has not established that pricing is unfair. Company policy requires conflict disclosure and independent procurement review.
| Evidence | Implication | Next action |
|---|---|---|
| Verified financial interest | Potential conflict of interest | Use conflict-disclosure process |
| No proof of unfair pricing | Avoid unsupported allegation | Request independent evaluation |
| Sensitive procurement data | Confidentiality | Limit sharing to authorized reviewers |
- 1
Identify integrity concerns from the undisclosed relationship without claiming proven fraud.
- 2
Use the stated independent-review process and appropriate escalation if the involved manager blocks it.
Disclose and manage the conflict through authorized channels, while keeping pricing conclusions tied to verified evidence.

Pressure to remove a supported estimate
A manager asks an analyst to reverse a supported $25,000 warranty estimate so a bonus threshold is met. No new evidence about warranty claims exists. The manager is the normal report reviewer, and company policy provides an independent ethics channel.
| Fact | Meaning | Next action |
|---|---|---|
| Estimate is supported | Reversal lacks a stated reporting basis | Explain and retain the evidence |
| Bonus threshold motivates request | Potential conflict and reporting pressure | Describe the pressure without inventing further allegations |
| Reviewer is involved | Normal review is not independent for this issue | Use the appropriate designated channel |
| Sensitive records | Confidentiality remains relevant | Share only through authorized processes |
- Separate a legitimate estimate revision based on new evidence from a change requested only to alter compensation outcomes.
- Seek correction, document the request and use the independent channel when the involved manager prevents resolution. Obtain appropriate advice if obligations remain unclear.
What the result means: The recommendation addresses the unsupported reporting change and the conflicted review process. It does not require a public accusation or unauthorized release of records.

Check your understanding
Try each short application before opening its explanation. These are original learning checks, not official exam questions or a score prediction.
1. Warranty claims genuinely fall and new evidence supports a lower estimate. Is every reduction unethical because it improves profit?
Show answer and explanation
No.
A supported estimate update can be appropriate. Evaluate evidence and reporting requirements, not merely whether profit rises.
2. A manager discloses a supplier investment. Is the conflict necessarily resolved?
Show answer and explanation
No.
Policy and circumstances may also require recusal, independent review or other safeguards. Disclosure makes the issue visible; it does not automatically remove its influence.
Questions about ima ethics dilemma framework
- Does a conflict prove fraud?
- No. A conflict can impair or appear to impair judgment and needs disclosure and management. Fraud is a separate conclusion requiring evidence.
- Can confidentiality justify withholding material facts from authorized reviewers?
- No. Communicate relevant information to appropriate authorized recipients while respecting legal and organizational limits on wider disclosure.
