At a glance
Every CPA Exam path includes REG, a four-hour Core section. Under the Blueprint effective January 1, 2026, it presents 72 MCQs and eight TBSs, with each format contributing half the score. Its coverage spans ethics and federal procedures, business law, property transactions, individual taxation, and entity taxation. Prepare with a classification-first method: identify the taxpayer or legal parties, period, transaction, authority date, character, limitation order, and requested output before calculating. Track new-rule testing policy so a correct rule from the wrong effective period does not enter the answer.

Work through an example for REG
Stipulated-rule taxpayer classification schedule
A controlled exercise that separates taxpayer and rule assumptions from gross income, adjustment, deduction, taxable income, and rate arithmetic.
Case assumptions
Assume a practice case supplies these rules: wages and interest are included in gross income, a stated $6,000 adjustment is allowed in arriving at adjusted gross income, the permitted deduction is $15,000, and a flat 20% rate applies to taxable income solely for this exercise. The taxpayer has $92,000 of wages and $3,000 of interest.
Step 1 of 5
Gross income
- Case rule and facts
- $92,000 wages + $3,000 interest
- Amount
- $95,000

Use the 2026 blueprint as the REG boundary
Passing REG is part of every CPA Exam route alongside the other two Core sections. Let the January 1, 2026 Blueprint control the topics, representative tasks, skill levels, references, item totals, and score weights used in the study plan.
Translate each task into a concrete output. Depending on the facts, that may be a tax computation, basis or character schedule, entity-to-owner reconciliation, procedural consequence, ethical analysis, or business-law conclusion.
Record the authority date beside changing material. AICPA publishes timing rules governing when changes in tax law, regulations, federal laws, uniform acts, and other covered subjects become eligible for testing.
REG task control
Blueprint task
Identify the tested action and skill demand.
Applicable period
Confirm the rule set and exam-eligibility timing.
Fact classification
Label taxpayer, transaction, character, and limitations.
Required output
Build the calculation, analysis, or conclusion requested.
Cover all five REG content areas
The 2026 REG Blueprint allocates 10% to 20% to Ethics, Professional Responsibilities and Federal Tax Procedures; 15% to 25% to Business Law; 5% to 15% to Federal Taxation of Property Transactions; 22% to 32% to Federal Taxation of Individuals; and 23% to 33% to Federal Taxation of Entities.
Individual and entity taxation have the largest ranges, but each smaller area can supply a distinct reasoning framework. A business-law question may turn on parties, formation, authority, obligation, defense, or remedy rather than a tax formula.
Use the ranges for initial time allocation, then add remediation by task. Keep a separate error category for using the wrong taxpayer, period, or rule version because these failures can contaminate an otherwise correct calculation.
2026 REG content allocation and first classification
| Area | Allocation | First classification |
|---|---|---|
| Ethics, responsibilities, and federal procedures | 10% to 20% | Actor, duty, authority, procedure, and consequence |
| Business Law | 15% to 25% | Parties, legal relationship, obligation, defense, and remedy |
| Property Transactions | 5% to 15% | Asset, basis, event, amount, and character |
| Individual Taxation | 22% to 32% | Taxpayer, item, location in computation, and limit |
| Entity Taxation | 23% to 33% | Entity type, entity event, owner effect, and timing |
Prepare for eight TBSs and equal score weight
REG opens with 72 MCQs divided evenly between two testlets. Its eight TBSs occupy the last three testlets in groups of two, three, and three. Each item format supplies half of the section score.
MCQs can test rule selection, short computations, definitions, and legal consequences. TBSs can require document extraction, multi-step tax schedules, basis rollforwards, entity-owner links, research, or analysis of several requirements.
Use both formats early. After an MCQ set, build one blank schedule from memory and apply it to a new fact pattern. This reveals whether the correct option came from understanding or recognition.
REG format demands balanced preparation
MCQs
72 items across two testlets
Practice rule discrimination and compact application.
TBSs
8 across three testlets
Practice exhibits, schedules, research, and linked consequences.
Score weight
50% each
Require independent evidence in both item formats.
Classify the case before opening a formula
Write the taxpayer or legal parties, relevant period, transaction date, and requested output at the top of the workpaper. Then classify the item or relationship before applying a rate, threshold, limitation, or remedy.
For tax work, separate entity and owner consequences and preserve the order of limitations supplied by the applicable rule. For business law, identify the legal relationship and triggering facts before selecting the consequence.
Mark every assumption. If the fact pattern does not establish a date, status, election, holding period, basis component, or other deciding input, do not silently invent one. State what additional fact would be needed.
- Name the taxpayer, entity, or legal parties.
- Record the tax year and relevant transaction dates.
- Classify the transaction or legal relationship.
- Confirm the rule version eligible for testing.
- Apply calculations and limitations in the required order.
- Answer only the requested output and show unresolved facts.
Maintain a dated rule-change register
Tax and legal materials can change. Build a register with the authority, enactment or issuance date, effective date, AICPA exam-eligibility treatment, affected blueprint tasks, and the date your study material was updated.
When two sources conflict, prefer the current authoritative source and investigate timing before changing an answer key. A newer publication may apply to a later period than the fact pattern, while an older rule may no longer be test eligible.
Review the register before a final practice cycle. Quarantine questions whose applicable period or source cannot be established so they do not distort readiness data.
Rule-currency workflow
Authority issued
Capture the official source and issuance date.
Effective period
Determine which taxpayer or transaction periods are affected.

Revise notes, questions, and answer keys with a review date.
Complete the classification-first tax workpaper
Assume a practice case supplies these rules: wages and interest are included in gross income, a stated $6,000 adjustment is allowed in arriving at adjusted gross income, the permitted deduction is $15,000, and a flat 20% rate applies to taxable income solely for this exercise. The taxpayer has $92,000 of wages and $3,000 of interest.
Classify before calculating. The taxpayer and year are stated by the case; both receipts enter gross income; the $6,000 amount belongs in the supplied adjustment stage; and the $15,000 amount belongs after adjusted gross income. Gross income is $95,000, adjusted gross income is $89,000, taxable income is $74,000, and the exercise tax is $14,800.
The practical lesson is the workpaper order, not a claim about current statutory amounts. If the case changes taxpayer type, year, item character, deduction rule, or rate, rebuild the classification and source check before reusing the arithmetic.
Stipulated-rule individual tax computation
| Stage | Case rule and facts | Amount |
|---|---|---|
| Gross income | $92,000 wages + $3,000 interest | $95,000 |
| Adjusted gross income | $95,000 - $6,000 supplied adjustment | $89,000 |
| Taxable income | $89,000 - $15,000 supplied deduction | $74,000 |
| Exercise tax | $74,000 x stipulated 20% rate | $14,800 |
| Change control | Reclassify when year, taxpayer, item, limit, or rate changes | Do not reuse blindly |
Protect the four-hour clock with staged outputs
REG provides four hours of testing time. Set transition targets for both 36-question MCQ testlets and reserve a deliberate block for eight TBSs. The two-three-three TBS distribution should appear in every full rehearsal.
For a TBS, read all requirements, list the taxpayer or parties and periods, inventory exhibits, then build the required schedule before inserting numbers. Complete classification and authority checks before long calculations.
A readiness review should cover every content area, both item types, rule-effective-date controls, mixed topics, and a complete timed sequence. Analyze errors by classification, authority, calculation, limitation order, or output.
- Set end-time checkpoints for both 36-question MCQ testlets.
- Reserve time for eight TBSs in a two-three-three sequence.
- Classify taxpayer, period, transaction, and authority first.
- Build the requested schedule before entering values.
- Apply limitations in a visible order.
- Quarantine questions with unresolved rule currency.
